John Wayne Airport (JWA), a key transportation hub serving Orange County, is embarking on a major transformation with a comprehensive $700 million capital improvement plan set to unfold over the next seven years. Under the leadership of Airport Director Charlene Reynolds, who took charge about a year ago, this ambitious program aims to modernize and enhance nearly every aspect of the airport’s infrastructure, technology, and passenger experience.

A Comprehensive Upgrade Across the Airport

The plan, recently approved by the Orange County Board of Supervisors, includes 36 distinct projects covering a wide range of upgrades. These range from essential infrastructure replacements—such as escalators, elevators, and baggage handling systems—to cutting-edge technology enhancements like digital signage, contactless check-in kiosks, and faster Wi-Fi services.

One of the first visible improvements expected this year includes the installation of new elevators, escalators, and lighting, along with the addition of electric vehicle (EV) charging stations and taxiway reconstruction. These upgrades aim to improve accessibility, convenience, and sustainability for travelers.

Modernizing Passenger Experience and Technology

Recognizing the growing role of technology in travel, JWA’s plan emphasizes contactless technology and digital services to streamline passenger flow and enhance safety. Online parking reservations and upgraded communication systems will make navigating the airport easier and more efficient.

Looking ahead, the airport is also exploring future investments in electric vertical take-off and landing vehicles (eVTOLs), which could revolutionize regional travel. Local companies like Irvine-based Supernal and Santa Ana’s Overair are developing these electric air taxis, and JWA’s modernization could position the airport as a hub for this emerging technology.

Expanding Concessions and Supporting Local Businesses

The improvement plan includes a major overhaul of JWA’s concessions program. The airport is actively seeking proposals to redevelop 80% of its retail and dining spaces, adding approximately 37,000 square feet of new restaurant and retail options. This initiative aims to showcase more Orange County businesses and provide travelers with a wider variety of local and international dining and shopping experiences.

Enhancing General Aviation Facilities

General aviation, which accounts for 60% of JWA’s business, will also see significant upgrades. The airport’s three fixed-base operators (FBOs)—Clay Lacy Aviation, ACI Jet, and Jay’s Aircraft Maintenance—are slated for facility improvements. These upgrades will benefit private pilots and owners of corporate jets, enhancing the services and amenities available at the southern edge of the airport.

Financing the Future

Funding for this extensive capital improvement program comes from a mix of sources, including federal grants and passenger facility charges—a $4 fee included in ticket purchases that is dedicated to airport improvements. The airport is also exploring additional financing options to ensure the plan’s successful execution without disrupting daily operations.
